La globalización de la economía mundial y la competencia en el entorno empresarial han contribuido a generar la necesidad de diseñar, aprobar e implementar diversos procedimientos de control interno. En los lineamientos y directrices del desarrollo económico en Cuba se reconoce que el sistema de control interno constituye un instrumento esencial para el incremento de la efectividad de la gestión en las entidades empresariales, presupuestadas y/o en las nuevas formas de gestión económica. El presente trabajo aborda esta temática y tiene como objetivo fundamentar el papel, en el ámbito económico cubano, del sistema de control interno como un instrumento para el incremento de la efectividad de la gestión en las entidades económicas, desarrollado en todas las actividades inherentes a la gestión, dirigido e implementado por la dirección y el resto del personal pertenecientes a la misma. En el trabajo se muestra la vinculación existente entre las categorías y los diferentes niveles de eficacia y eficiencia, presentes en el control interno, lo que permite un enfoque dirigido hacia la satisfacción de necesidades individuales. Se intenta mostrar la visión general de un tema que debe ser abordado por sus objetivos y alcance dentro de las entidades, para crear así la necesidad de realizar un análisis y estudio del mismo, logrando la identificación de sus conceptos teóricos y de su aplicación para poder entender qué significa el sistema de control interno como instrumento para el incremento de la efectividad y eficiencia de la gestión en las entidades
The globalization of the world economy and the competition in the business environment have contributed to generate the need to design, approve and implement various internal control procedures. In the guidelines and directives of economic development in Cuba, it is recognized that the internal control system is an essential tool to increase the management effectiveness in business entities, state-budgeted organizations and/or in the new forms of economic management. This paper deals with this subject and aims to support the role, in the Cuban economic environment, of the internal control system as a tool for increasing management effectiveness in economic entities, developed in all the activities inherent to management, directed and implemented by the management staff and the rest of the personnel belonging to it. The paper shows the existing link between the categories and the different levels of effectiveness and efficiency, present in internal control, which allows an approach directed towards the satisfaction of individual needs. It is intended to show the general vision of a subject that must be approached due to its objectives and scope within the entities, thus creating the need to analyze and study it, identifying its theoretical concepts and their application in order to understand what the internal control system means as a tool to increase the effectiveness and efficiency of management
