Abstract
El desarrollo local debe cumplir un grupo de principios básicos, entre los que se
encuentran el diseño de la capacitación y de las herramientas para la información
adecuada para la particularidad de cada territorio. Esta capacitación facilita, además,
la articulación de las acciones desplegadas por los líderes locales e incrementa la
gestión del conocimiento y la transferencia de tecnologías, procesos en los que se
amplían los nexos entre las estructuras y la población, y donde se potencia la
participación de los diferentes actores presentes en el territorio. Durante el año 2010
el Ministerio de Economía y Planificación comienza a brindar la posibilidad de
financiar proyectos para el desarrollo local, no obstante, estas iniciativas debían ser
acompañadas de un riguroso estudio de factibilidad de las inversiones. La
Universidad de Sancti Spíritus, comprometida en este empeño, diseña el Diplomado
de Gestión de Proyectos para Iniciativas Locales. El cual brinda herramientas
teóricas y desarrolla habilidades prácticas en los diferentes actores del desarrollo
local, que conduzcan a facilitar la realización de estos estudios. El ejercicio de
culminación de este diplomado consiste en la defensa del estudio de factibilidad de
aquellos proyectos que cada municipio identifique como prioridad para su desarrollo.
The local development should complete a group of basic principles, among those that is: the design of the training and of the tools for the information adapted for the particularity of each territory. This training facilitates, also, the articulation of the stocks deployed by the local leaders and it increases the administration of the knowledge and the transfer of technologies, processes in those that the nexuses are enlarged between the structures and the population, and where the participation of the different present actors is potential zed in the territory. During the year 2010 the Ministry of Economy and Planning begins to offer the possibility to finance projects for the local development, nevertheless these initiatives should be accompanied by a rigorous study of feasibility of the investments. The University of Sancti Spíritus, committed in this zeal, designs the Diplomate of Administration of Projects for Local Initiatives. Which offers theoretical tools and it develops practical abilities in the different actors of the local development that drive to facilitate the realization of these studies. The exercise of this graduate's culmination consists on the defence of the study of feasibility of those projects that each municipality identifies as priority for its development.
