La salud financiera de un Estado y su consecuente repercusión en el bienestar ciudadano se encuentra íntimamente ligada a la obtención de un mayor número de ingresos tributarios, por lo que es necesario combatir las acciones tendentes a evadir las obligaciones fiscales. Uno de sus principales acciones es fomentar una cultura tributaria para de ahí lograr el cumplimiento de sus obligaciones. El Endeudamiento Fiscal o Evasión Fiscal es un fenómeno de naturaleza oculta que presenta dificultades inherentes a su origen, posibilidad de medición y caracterización. Ciertas evidencias indican que proporciones importantes de ingresos se dejan de percibir por este concepto, lo que condiciona el interés por su estudio en el ámbito institucional y académico. Las investigaciones sobre el tema, tanto en el plano teórico como en las diversas aproximaciones empíricas, destacan el análisis del contribuyente individual. Asimismo, los estudios más recientes señalan que las empresas constituyen el principal objeto de interés en la lucha contra el incumplimiento fiscal y, en la actualidad, se resaltan cuestiones tales como la medición de la eficacia de las funciones realizadas por la administración tributaria. Por tanto, el objetivo de la presente investigación consiste en exponer una revisión sobre el análisis del endeudamiento fiscal y la cultura tributaria, que permita centrar las principales líneas de interés actuales y futuras sobre el tema.
The financial health of a State and its consequent repercussion on citizen well-being is closely linked to obtaining a greater number of tax revenues, so it is necessary to combat actions aimed at evading tax obligations. One of its main actions is to promote a tax culture in order to achieve compliance with its obligations. Tax debt or tax evasion is a phenomenon of a hidden nature that presents difficulties inherent to its origin, possibility of measurement and characterization. Certain evidence indicates that important proportions of income are not received for this concept, which conditions the interest in its study in the institutional and academic sphere. Research on the subject, both at the theoretical level and in the various empirical approaches, emphasizes taxpayer analysis. Likewise, the most recent studies indicate that companies constitute the main objective of interest in the fight against tax noncompliance and currently, issues such as the measurement of the effectiveness of the functions performed by the tax administration are highlighted. Therefore, the objective of this research is to present a review on the analysis of tax debt and tax culture, which allows focusing the main current and future lines of interest on the subject.
