La seguridad vial es un problema de salud pública que afecta el desarrollo socioeconómico de los países y su financiamiento se erige en una necesidad creciente ante los retos actuales que enfrentan. Anualmente mueren en el mundo cerca de 1.35 millones de personas y más de 50 millones resultan lesionadas por los accidentes de tránsito. Se precisa la creación de capacidad institucional para enfrentar este flagelo y lograr el establecimiento de acciones de mejoras, lo que se consolida con la definición de recursos financieros destinados para la mejora de la seguridad vial y su apropiado uso. Esta investigación se realiza con el objetivo de proponer fuentes de financiamiento que contribuyan a la gestión presupuestaria de la seguridad vial en Cuba. Se emplearon técnicas y métodos del nivel empírico para el análisis de la información y a partir de la valoración de la gestión presupuestaria de la seguridad vial en la región iberoamericana, se identifican las semejanzas en las fuentes de financiamiento externo e interno. Se realiza una propuesta de fuentes de financiamiento para la seguridad vial en el país que fue validada por el método de expertos y que constituye una aproximación a la necesidad de definir, dentro de los elementos que integran las fuentes de ingresos del Presupuesto del Estado, aquellos que se pueden destinar directamente al financiamiento de la seguridad vial en el país como contribución al cumplimiento de los Objetivos de Desarrollo Sostenible relacionados con la seguridad vial.
Road safety is a public health problem that affects the socioeconomic development of the countries and its funding becomes a growing need in view of the current challenges that the countries face. Every year around 1.35 million people die in the world and more than 50 million are injured due to traffic accidents. Institutional capacity building is required to face this scourge and achieve the establishment of improvement actions, which is consolidated with the definition of financial resources destined for the improvement of road safety and its appropriate use. This research is carried out with the objective of proposing the sources of funding that contribute to the budgetary management of road safety in Cuba. Techniques and methods of the empirical level were used to analyze the information and, based on the assessment of the budget management of road safety in the Ibero-american region, similarities are identified in the sources of external and internal funding. A proposal of the sources of funding for road safety in the country is made which was validated by the experts´ assessment method and represents a step towards the need to define, within the elements that make up the sources of income of the State Budget, those that can be used directly to finance activities related to road safety in the country in line with the Sustainable Development Goals related to road safety.
