El sistema de control interno constituye una prioridad esencial en el reordenamiento de las Cooperativas Agropecuarias en Cuba al constituir una herramienta estratégica integrada a los procesos de gestión que se desarrollan en las mismas, contribuyendo a soportar y armonizar los objetivos previstos, mediando a través del control sistemático y preventivo entre los lineamientos, políticas, objetivos y metas. El enfoque preventivo del control interno constituye un mecanismo de autocontrol y autorregulación, dejando sin efecto métodos y estilos de dirección obsoletos, estimulando la participación, preparación e intercambio de directivos y asociados en el logro de los objetivos de trabajo y en la toma de decisiones. El objetivo del presente estudio se enmarca en desarrollar herramientas de autocontrol para incrementar la efectividad del control interno en las UBPC del Minag que maximice los resultados de su gestión, según los establece la Resolución 60 de la CGRC, las cuales propiciarán la determinación de aquellas irregularidades que pueden estar afectando los resultados, y tener un efecto positivo para poder identificar los riesgo, así como las disciplinas, ilegalidades y hechos delictivos. Durante la investigación se utilizaron los métodos de nivel teóricos, empíricos y los estadísticos matemáticos, los cuales permitieron indagar sobre el comportamiento del control interno y su efectividad, evidenciando causas y condiciones que aseguran la ineficacia del mismo y su contribución en el logro de las metas trazadas. Ello exige proponer y aplicar herramientas que contribuyan al incrementar la efectividad del control interno, así como el funcionamiento y gestión de las cooperativas
The internal control system constitutes an essential priority in the reordering of the Agricultural Cooperatives in Cuba, as it constitutes a strategic tool integrated to the management processes that are developed in them, contributing to support and harmonize the intended objectives, mediating through the control systematic and preventive among the guidelines, policies, objectives and goals. The preventive approach to internal control is a mechanism of self-control and self-regulation, leaving obsolete management methods and styles, encouraging the participation, preparation and exchange of managers and associates in the achievement of work objectives and decision-making.
The objective of this study is to develop self-control tools to increase the effectiveness of internal control in the Minag UBPC that maximizes the results of its management, as established in Resolution 60 of the CGRC, which will facilitate the determination of those irregularities that may be affecting the results, and have a positive effect in order to identify the risks, as well as the disciplines, illegalities and criminal acts.
During the investigation, the theoretical, empirical and mathematical statistical methods were used, which allowed to investigate the behavior of the internal control and its effectiveness, evidencing causes and conditions that ensure the inefficiency of the same and its contribution in the achievement of the goals traced. This requires proposing and applying tools that contribute to increasing the effectiveness of internal control, as well as the operation and management of cooperatives.
